can a hyperlink open to a specific time in a video file?

I hope someone can help me out. The only problem is my hotmail account gets
so much junk mail I can't recieve messages on it so and an e-mail to
(e-mail address removed) would be much appreciated. thanks

I don't think so. Can you edit the video to the start
at the place you need to begin??
