calculating CPU utilization and memory usage

Hi All

Can anybody help me out to calculate cpu utilization and memory usage by
using programming in JAVA.

Like can I access some system files or any configuration files to fetch such
kinda data....task manager might be using such kind of files.

Please sort out the issue...
