caching domain credentials?

Hi folks,
I have a user on his laptop who works remotely using a VPN connection. I had
him join to the domain here, but now he cannot log in to the laptop without
being connected to the domain first. I saw someone post this earlier:

"I use a company laptop all the time, and can logon without being
hooked in to the Domain (ie, standalone) with no problem.

The problem is that the laptop is not caching credentials. Now that
will need IT intervention, I imagine."

Does anyone know how to do this? I am not seeing it. The user is using
Windows XP SP 2. Thanks!

I've gone through this article, but I am not sure where to make these changes
in my system to enable the caching. I am trying to follow the config. and
settings path at the top, but not sure where they are. Thanks!
