Cached mode relocating mail off exchange server to an OST

Help.. I've contacted PSS and no luck. Here's our scenario:

We are in the process of migrating from NT to A/D; during our migration I
use Net IQ's Domain Migration tool to translate security settings from old
profile to new user ID. Tool works great HOWEVER there have been a few
instances where a user logs in with new id, launches outlook and mail from
that day forward is all that appears. I mount users mailbox and in fact
there are no old messages. I instruct user to log on with old credentials,
launch Outlook and OLD messages are there. At this point I have user export
old mail to a pst and import back into Exchange.

I have verified deliver to alternate location is not selected. Messages are
pulled into a OST not a PST. My question is why would having a user working
in Cached mode pull mail off of the server???

What do you see in the mailbox when you logon to OWA?

What exactly are you migrating? Just the users or also the Exchange
mailboxes and client machines? What version of Exchange are you using? What
version of Outlook was running on the clients? Does everyone start with a
new Windows profile when they logon to the new/migrated domain for the first
time?

Go ahead and answer Roady's questions because the only thing I can come up
with is to ask, did Microsoft PSS have you check to see if the user ended up
with a new mailbox after the migration?

Via OWA only new messages after date/time user logged on with new credentials.

Only migrating user accounts and translating that permissions (via SID
history) to the new account.

Exchange 2003/Outlook 2003 (cached mode enabled)

No new profile; the security translation will "map" their old profile to
their new id. Most users work fine however have encountered a handful of
users that mail is completely pulled off the exchange server.
