Cache Problem

I have gotten this message any time I try to set cache size:
"Please select a value between 1 and 0 for how much disk space temporary
Internet files may use."

As such I am unable to save pictures as anything but .bmp, unable to
download anything, etc.

What must I do to resolve this?
