Cable service, and D/L speed only 800 B/s??

I'm not sure if this is the group to ask, but if not, maybe you could point
me in the right direction?

I have cable 'Net service, and according to a speed test at Speedtest.net,
my connection gives me 13,120 kb/s down, and 3,620 kb/s up.

BUT, when I try to download a file from a remote site, it downloads at an
excrutiatingly slow speed of about 800 B/s. (As in bytes, not kilobytes.)
Strangely, it is peculiar only to a single computer. I have a small,
two-computer network, run through a router, and if I go to the second
computer and try to download the same file from the same remote site, it
downloads in a flash. And both computers are using the same 'Net connection.

What is it about computer # 1 that causes the slow download? I've tried to
strip down the number of processes that load up on booting, but that hasn't
seemed to matter.

4. what AV/firewall?

first thing I'd do is check for an updated Broadcom driver.
then in the card configuration, see if you can force it to 100mb
full duplex (I realize it is a gigE adapter, this is a test)
