Cable internet slower than 56k

A couple of days ago my cable internet has been so slow. Its been going
slower than a 56k. I called the cable company and the technician said
all the wires are fine and he doesnt know whats wrong. He said maybe
that since I download alot I have a slower broadband connection.

Can someone please help me. I cant stand waiting 5minutes for a webpage
to load.

I also tried installing my ethernet drivers again. Nothing changed.
Btw, I do not have any spyware or viruses so that cannot be the cause.

Most of the help you'll get here deals with Windows Networking, and issues
specifically related to Windows XP. For help with cable broadband issues, you

I believe that some providers will cap your connection to a very low speed if
you exceed a certain limit you are allowed to download per month (that may be
why he said that because you download alot you get it slower).
