cabarc.exe & Msidb.exe redistributable license?

Hi,

I am presently working on creating a MSI using VC++...I am adding a set
of files as a cab file into a skeletal MSI file & propose to use cabarc
to extract the same at the customer location. I need to redistribute
the cabarc.exe and msidb.exe as a part of my application.
I would like to know if these binaries are re-distributable.
