CA for LDAPS?

Can anyone tell me how to install an Enterprise Certificate Authority on a
Windows 2003 server? I need the ability to perform LDAP searches on Active
Directory over SSL.

I'd also note that as of 2k03, you can use LDAP_OPT_ENCRYPT which lets you
encrypt data over an "unencrypted" channel (such as connections to port 389)
so that you can encrypt data w/o setting up a cert infrastructure.
