CA and issuing SSL cert to a webserver

got a question, i have a internal webserver ( for
testing ). How can I use SSL for communication with it.
(no Active direcotory)

1)Can I install my own stand alone root CA and issue a
certificate to the webserver. If yes can you list the
steps or link to complete this.

or

2)the only way I can do it is by buying a certificate from
a third party CA.( like verisgn )

Thanks man, that did it I was doing exactly same thing
except for using the text from the cer request file. as I
had no idea how to get that file to my CA.
