c000021a (fatal system error) 0xc0000142

I am running XP on an IBM and have recently recieved the following error.

c000021a (fatal system error) The windows logon process system process
terminated unexpectedly with a status of 0xc0000142 (0x00000000 0x00000000)
system has been shut down.

this causes my computer to restart over and over again. I am unable to
accomplish anything as I cannot even enter safe mode by pressign F8.

Any help would be apreciated.
