browsela.dll is not an XP file, it's a trojan, get rid of it. You
probably
cannot delete browsela.dll because it is in use. Reboot in Safe Mode
and
try to get rid of it.
Some viruses and other malware like to conceal themselves in areas
Windows
protects while using them. Safe mode will prevent those applications
access and therefore unprotect the viruses or other malware.

I see no point right now in trying to fix your wallpaper problem until
you
get rid of the malware. Malware can cause your problem and until your
machine is clean there is no point.
To start the computer in safe mode
1. (Re)start your computer.
2. When the machine first starts again it will generally list some
equipment that is installed in your machine, amount of memory, hard
drives installed etc. At this point you should gently tap the F8 key
repeatedly until you are presented with a Windows XP Advanced Options
menu.
3. Select the option for Safe Mode using the arrow keys on your
keyboard.
(NUM LOCK must be off before the arrow keys on the numeric keypad will
function.)
4. Then press enter on your keyboard to boot into Safe Mode.
5. Do whatever tasks you require and when you are done reboot to boot
back
into normal mode.
If Windows launches before you can choose a safe mode, restart your
computer
and try again.

Update your antivirus software and run a full system scan.
Update whatever anti-spyware applications that you have and run a full
system scan with each one.

Reboot and try again.
wallpaperenable.reg should fix those disabled options on the Desktop
tab.
You didn't get wallpaperdisable.reg by chance, did you?

ok, this step for the taskmanager worked for me! excellent!!! but
as
you suggested, i went to the kellys-korner website, and did as you
said; saved the file, opened it and added it to the registry. now, i
see how this helped, but when i right-click, and click properties,
and
go to the desktop tab, it shows which background i should have on
there, but i cannot click anything in the scroll screen that is
there.
where it says background above the background pictures, it is gray,
and
so is the browse tab that is to the right of the box to select
backgrounds. also, i have my active desktop settings on.

ok, so i deleted all references to said file and folder. now my
current
problem is that i still cannot access task manager by pressing
ctrl+alt+del, and when i right click on the desktop and go to
properties, i cannot click anything in the desktop tab to change my
background. i also visited both websites you told me about and used
the program on the second one. the control panel program. i don't
know what else to do

ronsolo,
Your AV software left some things behind.
c:\windows\inet20001
Delete the inet20001 folder if it exists and everything in it.
Delete every reference to c:\windows\inet20001\winlogon.exe that you
find.
Open the Registry Editor...
Start | Run | Type: regedit | Click OK |
Hit your F3 key | Paste this in the box:
c:\windows\inet20001\winlogon.exe
Click the Find Next button |
Keep hitting F3 until you see the Finished searching through the
registry
message.
Back up your registry first!!!
How to backup the Windows XP Registry
http://windowsxp.mvps.org/registry.htm
Or get Startup Control Panel and use it to disable any reference to
c:\windows\inet20001\winlogon.exe then you do not have to mess around
in the
registry if you do not want to.
[[Startup Control Panel is a nifty control panel applet that allows
you
to
easily configure which programs run when your computer starts. It's
simple
to use and, like all my programs, is very small and won't burden your
system. A valuable tool for system administrators!]]
Download the EXE Version and just extract the executable wherever you
want.

ok, all my spyware and antivirus software is up to date, and i run
full
system scans often and it says i have no at risk files. i did have a
trojan, and soon after, i was getting popups like the ones i
explained.
my computer runs fine except when i try to use the ctrl+alt+del
function, and also i can't access my desktop settings. other than
that, the machine runs fine.

C:\WINDOWS\inet20001\winlogon.exe is the incorrect path to XP's
winlogon.exe.
You have some sort of malware. Possibly Trojan.W32.Netsky ot the
Backdoor.w32.Prorat Trojans.
