bytes and quality?

When I download music, I notice the size of the file usually given in terms
of kilobyes. I also notice the time length of the file for example, one song
may be 5500 KB and the song may be 4 minutes long.
Now I've noticed that many times, that two versions or copies of the same
file will have vastly different sizes. For instance, an exact copy of the
aforementioned 5500KB/4minutes file might be 10000KB. The quality and the
length of the two files seem to be identical. This is an issue for me because
the size of the file can effect the time required to download it.
Can someone please explain this.

Can't explain without seeing the full properties of two of these
"identical" files: bit-rate, file-type etc. Where are they being
downloaded from?
