Bypass A2003 security

I set up all security accounts in my MDB and put it in share folder on my
"server" PC
Everything works OK when I open the file from this PC. It starts with login
dialog and after user/pass have entered it opens my program.
When I open the same file from client PC (where Access 2007 is installed)
using a short cut to server PC, then It bypass all securities, there is no
login dialog box and looks like it opens the file as Admin. Why ?

Any help ?

User-Level Security is an advanced topic. You can't guess at it,
because you will miss some steps like you have done. Rather you need
to download, study, and fully understand the Microsoft Security FAQ
before starting such project.
ULS has been removed from the new A2007 accdb file format, hint, hint.
