Buzz sound

Hi

Im using WINXP Professional. Whenever I move my mouse, I hear a low buzz from my speakers. The same thing happens whenever I press a key in my keyboard or whenever there is a disc activity. It doesnt really make a loud noise but its very annoying. I tried to solve the problem by reformatting my hard drive and reinstall the WINXP Professional, the sound drivers, etc. but the problem still persist. My PC Specs: ASUS P4S800, Pentium 4 2.6-Hyperthreading, 60GB Seagate, Inno3d FX5200 128MB DDR Video, 512MB DDR Memory, Altec Lansing ATP3, Windows XP Professional. Help me

Any suggestions would be greatly appreciated
 
If you have an unused microphone input (or a line input) on your sound card
try making sure they are muted in the mixer.

Also.... Is your power supply good quality and does it have enough capacity?
If it's under spec then any change in load may increase the amount of noise
on the power rails and perhaps get into the sound system that way.

I think it's unlikely to be a S/W problem so unlikely that reinstalling
anything will help.

Unplug and firmly (don't force) re-connect the speaker line to the computer.
If this continues, it probably is a hardware problem, like an electrical
short; I doubbt if software or driver re-installs will fix it.
