Button that hide inactive icons disappear II

This is the second post for help; I did receive some answers but nothing
concrete. I have done so much research but not enough. I’m still without the
arrow button that hides my icons. I have Windows XP Home edition SP2.

Out of the blue, the icon with the arrow just disappear and I have going to
the properties task to check it and it is always checked but the arrow is
gone, note that there are several icon in the notification bar.

However, once in a while shows up or appears. It is so strange and blows
my little knowledge on XP home edition Sp2. Can someone help or advice on how
to get back my arrow to hide inactive icons? I’d much appreciate it.
