Burn a CD Problem

I get the following message when attempting to put a Text
file on a NEW CD, which is rewritebale:
"Media is write-protected"
How do I remove the write-protection?

I have burned text files to a new CD in the past,from the
same box of CDs, so I truly need HELP.

I appreciate any assistance you can provide. Thank you.

When you rightclick the drive while a new disk is in, does it show you any Permissions button on the security tab?
