buried pop up messages

On our W2K Pro machines, there are many screens opened at
a time. In certain instances popup screens requiring
answers are under all the screens unbeknownst to the user.
It appears that the program has locked up.

IS there a setting to force those little dudes to the top
of the pile?

I've had it happen during installations but expect it and
look for the secretive suckers, but the average user is
unaware that it is waiting waaaay down under the litter.

One of the reasons most installers strongly suggest closing all open
applications before installing the software.
