"bullguard" hoses XP

I am trying to recover a machine without resorting to a reinstall of XP.
The user somehow got a program called bullguard installed on it. I did
some searching on bullguard and found that it causes nothing but
problems for users. I removed a bunch of stuff from the registry under
Run and removed the shell integration dll by doing a
regsvr32 /u "%ProgramFiles%\BullGuard\bgshelxt.dll"

Now when a user attempts to log in the following message is displayed:

windows cannot load the locally stored profile. Possible caues of this
error include insufficeint security rights or a corrupt local profile.
If this problem persists contact your network administrator.

Windows cannot find the local profile and is logging you on with a
temporary profile...

Loading your personal settings...

And then it just hangs there and does nothing for a while. Eventually
the box disappears and you are left with a blank screen and the mouse
cursor. I hit CTRL-ALT-DEL and select log out and then I get an error
message that tells me explorer.exe has crashed. Then after a minute or
two it drops me back to the login screen.

IF I BOOT INTO SAFE MODE, I CAN LOG IN FINE.

Can anyone help?
