Bullets and Numbering

I am with an architectural firm. Formatting specifications. I want the
specification to look like:

I.
1.1
A. etc.
II.
2.1
A. etc.

I am getting:

I.
1.1
A. etc
II
1.1
A. etc.

Any help would be appreciated.
