Bulletin or Discussion Boards within Outlook

Does anyone know how to setup a bulletin board or discussion board within
Outlook? There are about 20 people in my department and rather than emaling
back and forth over big discussion topics I want to use a bulletin board type
feature.

Tracking email by Conversation Topic and using the Journal feature doesn't
offer much flexibility and will not serve my purpose.

There is some refferences to bulletin boards and public folder but not much
detail so I can't figure out if I can set it up.

Are you using an Exchange Server in your office? You'd need one if you want
to use Public Folders.

Yes, we have an exchange server for our outlook, although I am not sure how
we use it. We have public folders but I want to stay away from using email
trails. We usually have multiple items to discuss and sorting email and
multiple replies, especially the order, is time consuming.
