I see that this latest vulnerability patch for IE, that
there is no patch available for IE 6.0 without SP1 for
the 98SE platform. Does this mean that this configuration
is NOT vulnerable? Or does it just mean that I need to
upgrade all of my machines to 6.0SP1 before I can install
the patch?

Thanks in advance for any insight you can offer.
 
Many patches have Prerequisites of prior patches/updates
before you can apply whatever patch/update you are
currently interested in.

This does not mean it is not vulernable, it simply
indicates you can not install it without the prior updates
in place first.

In general it is always best to update all your systems
with all available updates/patches as they become
available unless you are concerned about Incompatibilities
with your particular hardware/software/network or user
environment.

As it's clear microsoft is going to have more updates to
their products specifically their operating systems and
web browser, I would advise you start updating your
systems.
