Bulleted List not working correctly

I build a bulleted list on a page with a theme. I have
items and subitems bulleted. I can indent by pressing
the ==> arrow and the subitems bullets change. Suddenly,
part way down the page, when I press the ==> arrow, the
subitem indents, but the bullet remains the same as the
item. It does not matter how many times I press ==>
arrow or the <== arrow, the bullet does not change. I
can't find anything in native HTML to change to prevent
this happending. Does anyone have any ideas?

You could be w/i a list already and at the last indent level

Also Check your theme list images (they may be the same for all levels)
Format Theme Modify/Customize Graphics to see the images being used

Yes, I am in a list and I am only trying to create a Level
2 bullet. The level 2 bullet now looks just like the
level 1 bullet, except it is indented. The theme (blends)
must be working OK because part way up the page shows
different level 1 and level 2 bullets.
Look at:http://www.nikiwanis.org/Kiwanian.htm#awards. The
first 10 subitems show small red squares, then the next
two show the level 1 bullet even though they are indented
for level 2. Got me stumped. I think the same thing
happened to me while building in FP2000.
