Bullet management in Word

I am frustrated with the feature in MS Word where when I select a special
bullet for a document, Word automatically assumes I want to use that bullet
next time. I would like new documents based on the normal template to always
default to a standard bullet, no matter what I chose last time.

Is there a setting I am overlooking?

Bullets work best when assigned to paragraph styles. This will give you the
control you want for your documents. Setup the in-built List Bullet style to
your default preference, and other bulleted styles as you require them.

And note that you can easily apply the List Bullet style with the built-in
keyboard shortcut Ctrl+Shift+L.

The List Style does exactly what I want it to do. How do I get the List
Style to attach to the "bullets" button on the formatting toolbar?

You can't--unless you create a button for List Bullet style, paste the
Bullets button icon onto it, and substitute it for the Bullets button.
