There seems to be a limit of five levels of indentation in a bulleted list in
PowerPoint. Any reason? Any way around it without pasting or exporting from
Word? That would be too difficult for my users.

That's correct.
Any reason?

For most presentation usage, 5's more than enough. More than that and it might
be better to break the content into more than one slide.
