I did that before I posted my question. I cannot find settings anywhere in
Outlook or Norton to flag mail as bulk.

I did that before I posted my question.

Expect to get suggestions that duplicate what you already did but
neglected to mention.

What happens if you disable the Norton whatever plug-in (Norton is
brand, not a program) in Outlook, exit Outlook, reload Outlook, and
receive e-mails thereafter?

Norton (whatever it is for the *program*) is adding the "[Bulk]" tag
to suspect e-mails. Presumably you are to then create a rule (or
Norton was supposed to) that would trigger on that tag string and move
the suspect mail into, say, the Junk folder. Maybe you deleted their
auto-generated rule and will have to figure out how to get it back or
redefine it.

It is not an Outlook issue. It is some unidentified "Norton" product
issue. Your "Norton" program is adding the tag string. I quit using
Norton products years ago. They are a software publisher (who buys
software to resell), not a developer (other than to maintain
marketability of their products). They do development on enterprise
products, not on consumer products. Symantec has a web form where you
can ask them support questions and they will supposedly get back to
you in 3 business days. Reading the help included in whatever Norton
product you are using might provide a clue as to what option to change
in their product.

If it's not one of your local applications, then it could be added by an
application running on the server.
