Bug in scheduler

I have my system clock set to use UTC for the Time Zone
and a 24 hour clock. MS AntiSpyware doesn't like this. Any
times that I enter >= 12:00 gets reset to the AM
equivalent.

I'm sure I won't remember to check back here but hopefully
MS is monitoring the group.
