I have just heard from BT.

I understand from your e-mail that you are getting the mentioned error
message while sending mails using Windows Vista. I am sorry for the
inconvenience caused and am here to assist you.

I am sorry to inform you that we are currently experiencing a temporary
outage with the BT Yahoo! Mail server. Our engineers are currently
investigating the situation and we hope to have it resolved shortly.
Therefore, please try sending mail after twenty four hours. We apologize for
any inconvenience this may cause and thank you for your patience

Thanks for the info.

If you are able to contact BT have you told them that this problem is
specific to VISTA Mail.

E-mail export using Outlook Express on XP works perfectly, so it cannot be
an outage on the BT Yahoo server.

This is what I told them:

Email:

I am having problems sending emails. I have been able to send emails up
until yesterday. I understand that many people who are using Vista are
having similar problems. Can you help me with this? Error message is as
follows:
Protocol:SMTP, Port:25, Secure(SSL):No, Error number:0*800CCC19

Thanks Vicky, that should cover it; still a strange reply from BT though.

In case you missed it, I found this after I posted you:

Thanks to JP & YR the following solved it for me:

go to email TOOLS
click on ACCOUNTS
on every one of your accounts do the following:

Click on one account
click on PROPERTIES on the right hand side

In the new window click on the ADVANCED Tab
In the "Outgoing mail (SMTP): window change the figure 25 to 587
Click on OK

When all accounts have been done., you should have recovered from this silly
problem.

No positive results yet, they send me an acknowledgment and any new replies
have been rubbish explaining how to deal with previous versions of
Microsoft’s email client.
They don’t pay attention to my requests for help and the result is totally
useless with pathetic contradictions.
