Browser uses notepad to display txt files instead of inline

For some reason, on some w2ksp4 machines running ie6sp1
q824145, the browser is unable to display textfiles within
the browser window, and instead, pops up notepad.

e.g. if I click on a link such as
http://testmachine/test.txt
the browser will launch notepad on some machines. When I
click on the same link from browsers installed on other
machines, the browser displays the file contents in its
window.

Any clues?
 
File association is the problem.

Registered File Types Open in Associated Program Instead of Internet
Explorer
Registered file types that can be opened in Internet Explorer (for example,
..jpg, .gif, or .txt files) may be opened by the associated program instead
of Internet Explorer.
