Browser Repair not accessible via Control Panel

On my control Panel > Add or Remove Programs I'm not finding Explorer or
Windows /Components. Specifically trying to get to Internet Explorer repair

Windows XP. My issue is that the browser has become very balky about
opening from hyperlinks, in emails specifically. Sometimes is taking
repeated clicks to get it to open.

I've done defrags, complete "Ad-aware" & total virus scan, and disk check.
Still doesn't want to open. Occasionally I'll have to open browser manually
and paste the URL in.

Ad-Aware won't catch everything.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

Thank you, Frank. I posted my separate "IE won't open..." question before I
had seen this reply of yours. Will take that tack first.
