Browse doesn't work for hyperlinks or pictures

Hi Everyone. Has anyone seen this problem. FP 2002 SP3. I'm in a web page,
select some text, choose hyperlink and it shows the root web name and
nothing else to allow me to browse. Same occurs with inserting pictures.
Can't browse directories in the web

Make sure you have a web open (File Menu | Open Web) first.
