Is there any way to bring up the web brouser while whithin a program whithout going back to your desktop and bringing up the usual Enternet Exployer (for the address bar)?
 
Unless the program supports it, no.
The program has to support being able to do that.

Yes! Go to Start button on the task bar...Look For
Click to expand...
Application For IE
Ctrl + Alt and Delete Wikl bring up task maniger " even
when you can't ever see desk top" go to new task and look
for app thur explorer and run.
