In Outlook how can I set up a distribution list for a document so that the
addressees do not see all the names on the list in the TO: field ???

BCC the message to them.

The only way I know to do this is to create an e-mail Template:

File>New, and click Mail Message.

When the new message opens, give it an appropriate subject and
ADD THE RECIPIENTS IN THE BCc: area!

Compose any fixed content, leaving blank space for information
that you compose when you send the message later.

File>Save As. In the "Save as" type list, click "Outlook Template",
and then click Save.

To send the message:

Select the Inbox folder in Outlook.

Tools>Forms, and then click "Choose Form".

In the "Choose Form" dialog box, click the "Look in" drop-down, and
select "User Templates in File System".

Select your Template, and then click Open.

You will see your "distribution list" already in the BCc: area.
