I would contend that it is the Virus Protection/Removal entities.

If there were no viruses, how would they GENERATE . . . INCOME?

On the other hand; Microsoft endorses, encourages and supports SPAM, as they
will NOT remove the CAP in Hotmail (250) for Blocked Senders.
This FORCES Viruses and Spam upon us - unless we pay them "protection
money" - by 'upgrading' our mailboxes.

Hey, people throw away a lot of money on AV programs for Palm devices,
even though ZERO palm viruses have ever been seen outside the labs
that develop the AV. People are gullible.
