I will be anxiously looking for a response to this. I have
had htis problem for several weeks now and have searched in
vain for a solution. I finally 86's I.E. and am now using
Netscape. I could find nothing in the Microsoft Knowledge
base and I read many complaints on the newsgroups about
"radio silence" from Microsoft on this matter. Am just
revisiting the boards to see if there's been any progress.

Hello..

If your Internet Explorer does not show any pictures
unless you click on them, do the following:

1. Open your Internet Explorer
2. Click on Tools
3. Click on Internet Options
4. Click on Advanced Tab
5. Scroll down until you see MULTIMEDIA
6. Under Multimedia, Check "SHOW PICTURES"
7. Click OK
8. Close Internet Explorer
9. Open Internet Explorer again, and try viewing your
website.

Hi,
Pictures Are Not Displayed on Web Sites in Internet Explorer
http://support.microsoft.com/?kbid=283807

Are you using a Firewall or "filtering software"?

Several of these are known to cause problems:
1) Zone Alarm Pro [Private Header Info - enabled?]
Reset "Ad Blocking" and "Cookie Control" to "medium"
"Mobile Code Control" = Off

2) Symantec (ISS\NIS)[Enable Browser Privacy - enabled]
Active Content - "Allow All Script To Execute"
Problem: some sites cannot detect the 128 bit encryption
Solution: Completely remove and reinstall NIS.

Web Pages Display a Red "X" Instead of a Graphic

3) Any "ad blocking" software that blocks "http_referer"
or contains entries that are blocking access to the desired site.

4) HOSTS file that contains entries that are blocking access to the desired
site.
Symtom: Page cannot be displayed / Cannot find server or DNS Error

In the event you can not access a site or missing graphics and
you believe it may be due to an entry in the HOSTS file.

You can use a simple batch file to rename the HOSTS file "on-the-fly".

5) Cookie blocking software that are blocking "required" Cookies.

6) Pop-up blockers that are stripping header\url info.

7) WebWasher Standard Filter/URL Filter

Many possibilities...
Try the quick, easy fix first. Clear the IE cache from IE> Tools> Internet
Options> General> Delete files and Delete offline content. Reset the TIF
folder size to about 50MB (Settings button) and clear it occasionally.

8) Make sure the following entry is not corrupt:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings]
"User Agent"="Mozilla/4.0 (compatible; MSIE 6.0; Win32)"

Note: "Win32" = Windows 98\ME
Other versions = (compatible; MSIE 6.0; Windows NT 5.0;)

To check your "User Agent":
Paste the below into the Address Bar and view the output:

javascript:navigator.userAgent

[Example WinME output]
Mozilla/4.0 (compatible; MSIE 6.0; Windows 98; Win 9x 4.90)

Please see my post on 12/08/03 titled "Finally a REAL fix for IE not
loading small GIF images!!!" and see if that helps you. None of the MVP
or MS supplied "solutions" did a thing to fix the problem for me, till I
found this answer. Let us know if it works for you.
