Bounce email program

I have searched about 5 large sites and can not find a free program
to bounce email.

This is not for spammers. Yes, I know enough to not send spammers
their mail back or reply (so they will know address is active).

That's not the reason you don't bounce email. Spammers usually use hijacked
accouts. All you are doing is respamming some poor soul who doesn't realize
his account, or his PC has been hijacked.

What other email would you want to bounce?

Bouncing any email makes you part of the problem.

True elaich, but it also might serve to alert that person to the fact
and lead to something being done about it. This in turn might serve to
decrease spam eventually.
