Bottleneck between SATA2 HD and DDR400 RAM?

I was wondering:

If you make an AMD PC, with 2 SATAII Harddrives in RAID, and Dual
DDR400.

Will the DDR400 RAM then be the bottleneck :?:

Would an Intel processor and Dual DDR2 be much faster?
