Borders / Picture Underlayment

I created a colored border, but now the footer is not showing through. How
do I fix this? I also want to put a picture in the background of master
slide but want it to be barely visible above the dark color I put on top of
it. Is this possible?

Place the border in the Slide Master -- and make sure that the text in the
footer contrasts well with the color of the border. You might also want to
select the border in the Slide Master, right-click and choose Order | Send
to Back.
