When I click New > Blank Page in FrontPage 2003, do I get a pristine,
brand new page to edit? No. I get a page that has <meta
name="Microsoft Border" content="tlb, default"> in it. I have
selected No Theme and unchecked support for Shared Borders. To no
avail. I looked at normal.htm in normal.tem under 1033 > Pages11.
Nada.

Can anyone help me out here?

Have you turned off all borders in Format Shared borders and set it as the default
- if so delete all FP temp files and web cache files before you open FP
