Border Question - Tear sheet

I need to make a text border look like a tear sheet on the bottom. I
remember that this type of border used to exist in PPT, but I can't find it
now. Does anyone know what I'm talking about. The bottom looks like a page
ripped out of a book, or a piece of paper ripped in half.

I don't think this ever existed in PPT. I certainly don't recall having
picture borders in previous versions, and there's not a "tear" option in PPT
2007.
