booting up

Hi,
I'm operating XP Home. I press the power switch and find that during the
boot up process I can't do anything until the red flashing light stops
flashing. For example, if after about 30 secs I try to access the internet, I
get a message (619) telling me that a connection to a remote computer was not
possible. This only happens during the boot up stage. Is this normal? I don't
remember having this problem when I had Win 98.
If there is a problem at boot up stage,then I would appreciate any help.

Hi Mikhail,
The pointer during boot-up stays constant. During this time, the hourglass
appears and disappears several times beside the pointer. At the conclusion of
boot-up the hourglass disappears, the pointer stays constant and does not
change, not even when held in the taskbar for a few minutes, as requested.
