Two Qs:
1. How can I Install Windows XP operating system to USB
connected external hard drive?
2. How can I boot my computer with USB connected External
Hard drive?

A few WildAssedGuesses here...

1. It isn't possible, as it wouldn't want to live on a removable disk, which
could be disconnected at any time.
2. It depends on your machine's BIOS if that is possible. Look in Boot
options at boot order if there is a possibility to boot from USB-HD
