Boot-up problem

I have a PIII computer that I took out parts to build a new system and I
stored it in my closet for about two years. Only the memory, CPU, floppy
drive and motherboard. I put it back together and tried to boot it up.
Nothing happen. I replaced the power supply and motherboard battery and
tried again with the same results. So I discharged the CMOS, tried again
with the same result. So I decided to let it sit and tried again. It came
on but it did not detect the CD drive or Hard Drive. The floppy drive is
not connected. Thinking that the other power supply was OK, I put it back
in. The same is happening again. Nothing comes on even after discharging
the CMOS and letting it sit for a while. I have an Abit VH6II motherboard
with only a CD drive, floppy drive( not attached because of wrong cable),
AGP 32mb video card, Ethernet card and hard drive. What can I do?

Regarding "...It came on but it did not detect the CD drive or Hard
Drive.." - exactly what does "it came on" mean? Have you been getting any
"beeps" - error messages?

The power supply came on. The memory checked OK. The Bios did not detect
any drives. I went into the CMOS to try and set the drives up through the
auto-detect. The bios would not detect it. As I said in the post, I can't
get it to do anything now. Could the hare drive cause this problem? The
hard drive came out of a HP system.

check the jumper settings on the hard drive and cd rom
set each to master and put them each on their own ribbon cables and use the
far end of the cables into each one as well not the middle connector. make
sure the 5 pin molex power connector is seated properly as well.
