Boot up error

I am running win2k professional and today I find I can't boot up my system.

It comes up all the way to the task bar display (no desktop icons) and I get
the following message:

The instruction at "0x63019F1A" referenced at "0x01717000". the required
data was not placed into memory because of an I/O status of "0xc0000010".

Click OK to terminate program.

When I press OK, the task bar goes away and I have a blank desktop.
Ctrl-Alt-Del brings up my normal Windows Security window, however. And
shutdown works fine.

How do I (can I ) fix this problem with reinstalling?

The error you cite gives little clue as to the offending program. However,
you say the task bar is loading so it would seem that explorer is starting.
That said, I suspect a defective service, driver or something in your
startup folder is causing this (could be a virus).

Did you add anything, software or hardware, to your system just prior to
encountering the problem? If so you may be able to remove or disable it in
safe mode.

If not, try starting in safe mode and run virus and spyware checkers.

If safe mode fails, an in place upgrade MAY be appropriate. See here:

If that fails, you may have a hardware problem.
