Boot up Error and beeps

For some reason now I am getting an error message when I boot up telling me:
Error copying temporary files
and for some reason now my pc beeps when I try to do certain things like
delete anything why is it doing this? I am also having more than unusual
problems running some programs like outlook express. Anybody got any ideas
what is causing all this and is it all related? Thanks in advance for any

I think I fixed the error copying temporary files on bootup but it is still
beeping sometimes it does it when I either start a program up or shut one
down or do activate something. I know it is not supposed to beep when doing
any of these things but it is. Haaaalllpppp!

For instance I am getting a beep when I delete a news message. It is a beep
from my pc speaker and this is unusual?
