Hi,
No, not from within Windows. Where a program loads from partially
determines when it loads, but ones within that particular point in the
startup axis can start in any order. You'd have to disable them all, then
write a batch file that starts them in the order you want and either drop
it in the startup folder or launch it yourself. Doing this may not be a
good idea as some need to launch at a certain point in the startup to be
effective, or to be able to update properly.
