Byte thank you for that but I said that wrong before it is the hibernate that
shuts my system down not the standby and if I shut down the computer I also
have a problem rebooting.

Set your computer to go into Standby
Set it so to takes longer to hibernate or never.

I have Standby and hibernate at "Never".
I Just allow screen saver come on if unattended.

dixonian thanks hun and I have recently done that but I would like to be able
to turn my puter off when I go out of town without having to worry if I'm
going to be able to get it to run again

So you have trouble rstarting no matter if you:
1) when shutting down in Hibernate or
2) Normal shutdown

What actually does it do, explicitly?

when I press the power button it checks for a disc then just stops the light
on power switch blinks and I get a message on my monitor that says the
monitor is functioning properly
