Boot problems (boot.ini)

How do you get access to the boot.ini file WITHOUT using
the safe mode w/command prompt feature?

I have tried: booting to safe mode w/command prompt and
after it loads and I'm looking at the command prompt, I
get a stop error (blue screen) and the computer reboots.

I have tried: going through windows XP setup and using
the recovery console and when it dumps me to a command
prompt, it won't let me leave the c:\windows (although I
can access other drives)..I just can't access the root dir
of the C: drive.

So..any suggestions on how I can get to the boot.ini file,
because I need to edit it. Thanx.

.
I've seen it over on msconfig(unless you have something
else in mind).

Hello Steve,
In recovery console you can use the bootcfg command to make changes to the
boot.ini.
