The 'signal' in this case means the signal from your video card. If you
are able to successfully boot from the "Last Known Good Configuration
(your most recent settings that worked)" selection in the Windows
Advanced Options menu, that means your card/cable/monitor are okay, but
your video settings are wrong.

Your video resolution should match the native resolution of your
monitor. Your refresh rate should be 60Hz, unless the manufacturer of
your monitor has specified something else. Your DPI setting should be
"Normal size (96 DPI)".

your computer is
likely booting normally.

however, you can
see it doing so, because
there is no signal going
to the monitor.
