I am running Vista Home Premium.

Is there any way one can determine the exact time each time a computer is
booted?

I'm ready to explain if it helps.

You can type this at the command prompt to see the uptime:

systeminfo

You can type this at the command prompt to see the actual the server service
started:

net statistics server | more

ss.
